Build-to-suit or buy land?

Factory with office block at Kulai Industrial Park, Johor

There are two ways to set up here:

  • Build-to-suit: you choose the size, layout, office, loading bays, power and utilities, and the factory is built for you. Dormitory support is also available. This suits companies that want to start production in about a year without managing contractors. See how build-to-suit factories in Johor work.
  • Buy land: you buy 3 to 30 acres and build yourself. This suits companies with special process needs or their own design and build team.

Typical users are manufacturing and assembly, logistics and warehousing, cold-chain and food processing, and high-tech or automated production.

JS-SEZ incentives

Kulai is inside the Johor–Singapore Special Economic Zone, in the Kulai–Sedenak flagship area. For qualifying new investments, the main incentives are corporate tax as low as 5% for up to 15 years and a 15% flat personal income tax rate for qualifying knowledge workers, with applications open from 2025 to 2034. Check eligibility for your activity with MIDA or Invest Johor.

Things to check before you commit

  • Power: 1,000 Amp is standard. If you need more, confirm the upgrade and timing with TNB before you sign.
  • Land use: confirm the plot’s land use fits your activity so you can get your business licence.
  • Timeline: plan for about 8 months of construction plus about 4 months for the CCC before you move in.
  • Foreign buyers: state consent is needed before the transfer, which usually takes about 3 months. Our guide to buying a factory in Johor explains each step.

If you would rather move into a ready factory, see factories for sale and rent in Kulai or nearby Senai. To compare Kulai with other areas, see our guide to industrial parks in Johor.
